Abstract
Economic development of the petroleum-rich outer Continental Shelf ("OCS")' has generated a great deal of conflict between the federal and state governments. This conflict, known as the Seaweed Rebellion, has been fought in two separate arenas: Congress and the courts. This article will focus on the interaction between congressional and judicial efforts regarding OCS development.
