N2 - The 1980 Motor Carrier Act (1980 MCA) significantly reduced regulatory control of interstate trucking and changed, among other things, market structure, efficiency, and input prices. In addition, over the past few years many states have reduced or eliminated regulatory restrictions that they had imposed upon intrastate trucking.’ Numerous studies, analyzing the effect of regulatory changes in this industry, generally conclude that decreased regulatory control by the Inter- state Commerce Commission (ICC) put downward pressure on output prices and wages, decreased rents accruing to firms and the drivers labor union, and did not significantly influence service quality.
